Patna: Thousands of coaching centers in the state are likely to face a tough time with the government set to introduce the Bihar Coaching Institute (Control and Regulation) Rules, 2022. The education department has uploaded the proposed new rules to its website seeking public opinion . The last date for submission of comments or suggestions on the proposed regulations is May 31, said department’s additional chief secretary Dipak Kumar Singh.
Even though the Bihar Coaching Institute (Control and Regulation) Act was promulgated nearly 12 years back in 2010, its rules and regulations could not be framed so far. However, the education department officials have girded up their loins now for monitoring the functioning of coaching institutes.
As part of the new law, all coaching centers operating in the state will be required to register themselves with the state government. In addition to this, coaching centers will now have to provide facilities to students as per prescribed standards. This would include developing necessary infrastructure to provide teaching facilities to the students as well as having a team of tutors to teach the students. In addition to this, coaching institutes will also require to share their fee structure for different courses and programs offered by them with the state government.
According to the plan, coaching institutes will have a time of 30 days from the day of the implementation of the rules to complete the registration process. To register, the institute will have to pay Rs 5000 only at the time of registration and Rs 3000 for renewal of its registration at an interval of three years.
If anyone is found operating a coaching institution or center without registering it with the state government or failing to get its registration renewed three years after its registration, it will be treated as a criminal offence. The violation of Bihar Coaching Institute (Control and Regulation) Act will attract a fine of Rs 25,000 for the first offense and Rs 1 lakh for the second offence. In case of multiple violation of offenses, the registration of the coaching center may also be cancelled.
According to education department officials, thousands of coaching centers of different kinds are operating arbitrarily in different parts of the state, fleecing students. There are nearly 3,000 big and small coaching institutes in Patna alone. But, even without having qualified teachers and minimum basic physical infrastructure, these coaching centers are charging huge amounts from students who are attracted by their false propaganda. Hence, the new regulations are being implemented to control the number of coaching centers in the state. On the lines of schools and colleges, coaching institutions will also have to provide certain facilities to students as per prescribed standards.
Just about a month back, Patna DM Chandrashekhar Singh had directed the officials concerned to serve notices to shut down as many as 138 coaching institutes in the district after rejecting their applications for registration on various grounds, including lack of adequate infrastructure. The order was issued at a meeting of the district coaching institute registration committee chaired by Singh. As many as 609 applications had been received for registration, but only 287 were allowed to operate. More harsh decisions are likely to be taken by the officials concerned following the implementation of the new regulations, said the officials.
